Tax Dollars At Work

I was trying to get some specific information in a recent Freedom of Information Act. I didn't get what I was looking for, but I did find the following tidbit in a State Department European daily activity report dated Nov. 10, 1983, concerning the embassy in Bonn, what was then West Germany. I'm not sure why the Soviets were involved, presumably they were in an adjacent facility?

CROWS ATTACK NOB [New office building]

The attention of those at the monthly interagency Nov. security advisory group was rivited to FBO's [Foreign Building Operations] description of a voracious contingent of crows who are devouring the window caulking, thereby hindering the emplacement of window panes and delaying the enclosure of the building. For once, according to FBO, the US and Soviet sides have agreed on the need for continuous struggle against these foul creatures, but they differ on a suitable modus operandi. The Soviets are pressing for subversion through decoys (the use of "killer" falcons or dead crows to frighten off the birds) while the Americans prefer a form of behavior modification (i.e., poison). While the search for the final solution goes on, the crows remain fat and happy.
The report was classified "secret, eyes only." No doubt to prevent unrest among domestic crows...
